After following making a new command line to reduce lag spikes, the graphics settings are stuck at low settings and it won't let me change them. The command line I used is: "availablevideomem 2.048".

Your graphics card is either at or more than 2gb VRAM. which is why it's not letting you change it, simply add "-nomemrestrictions" to your commandline.txt and it should fix your problem =)
