Bxbugs123 has this 2006 K9 Chevy Tahoe, and the mod status is "open" which I guess means "unlocked": http://gtapolicemods.com/downloads.php?do=file&id=1644

 

He said the original model was by nik287 and was converted to GTA IV by himself and Chasez, but I couldn't find that base model without all the lights already in it. He also has a few other versions of the car with different light bars and such.

When someone puts mod status "open" it means that they hope to continue updating/working on the model. A majority of the developer models say that. So if it says model status: unlocked, then it means that it's unlocked. This is bxbug's slicktop
