Run installer as administrator/make sure the files and folders inside gtaivcommondata are not read only.

It sounds similar to another error as it talks about fileaccess.

If not try making sure you have the full .net framework profile and try redownloading/installing the scripthook asi loader.

Yes the installer does not have the correct permissions to edit/create the necessary files. As Ekalb said, ensure you are running the installer as a administrator, and then check that you GTA folder and subfolders are not read only. You can check this by right clicking the folder and selecting properties. Make sure that "read only" is unchecked.
