Intense Frame rate drops

For lengthy periods of time the framerate drops so low that I can't control the character.  Then it's normal for like 5 seconds and then back to the lag.  It happens the least at night.  Also, I just upgraded a GPU if that helps

I've tried multiple command lines such as: "availablevidmem (some number)"
