Set ped as wanted

If my memory serves me right, in 1.0 there was a feature that allowed you to mark any NPC as 'wanted' and start a chase on him/her immediately. I even used it twice on some crazy cabbies that hit me, by pressing Alt+E (if I remember right). But it doesn't seem to work now, I press Alt+E when targeting a ped and nothing happens. I check .ini file, found something like "start chase on ped", but that doesn't seem like what I was looking for.

 

The reason why I bring it up is that I frequently being killed at traffic stops. Having literally no way to return fire I tried at least to mark drivers as wanted so other cops would give chase.
