Why can't you do it? Not trying to be rude or anything. It's just that creating textures is probably the most easiest thing to do in modding and you can't do it for some reason...

There is tutorials all over YouTube. Just search it and they will show you what you need.

I recommend that you are specific with what you want in your request, there are a lot of "cool looking LCPD car packs" out there that you can use as it is.

any as long as their all the same and fit ever car
