This is an idea for a radio station mod that is based off of MSX FM and MSX 98 from GTA III and GTA LCS. Its a Hardcore/Jungle/Drum and Bass station and does anyone know of any software that lets me edit the GTA IV radio files

Hm. I've never tried editing the radio files. but.

I betcha it's in "IVAUD" format. You can edit those with the program "GTA-IVaud"

if your talking about the shape in the radio poster, its the logo for a Drum and Bass record label Called Moving Shadow. They where the company that supplied the music for both MSX FM and MSX 98
