i got a problem here, 

i reinstalled my gta 4, downloaded the latest version of lcpdr and checked my installation everytime i added a new mod in it.

at first, before launching the game, everything was okay, giving me the green light to play the mod. when i launched it, the mod did not even start. so i checked my installation again, giving me the infamous orange bar at the bottom. i am very sure that i only installed the latest version of LCPDR, ELS, the simple native trainer and a Crown Vic model that doesn't even look that good. 

and everytime i added a new mod, i checked my installation, giving me the green light, but that was when i freshly reinstalled GTA iv and did not launch it yet

i also downloaded the manual installation and dragged the Advancedhook.dll in the GTAIV directory. but its still giving me red light

im done ranting now, here are some logs, hopefully i can fix this
