Error, GTA IV LCPDFR won't launch

Here is my changelog, after the critical error happens it just keeps repeating for the rest of the changelog.  Whenever I run the LCPDFR Diagnostics tool it tells me it cannot find x86 version of MSVCP.  I am running windows 8 and whenever I attempt to download the Microsoft Visual C++ 2010 Redistributable Package (x86) it says that it cannot complete the installation because I have a newer version of Microsoft Visual C++.  However I did manage to download the update 4 from 2012.  I already have xliveless so that's not the problem.  Can somebody help me? Thank you.

Try uninstalling the version of Microsoft Visual C++ 2010 Redistributable Package (both x64 and x86) you have on your computer, then install this: http://www.microsoft.com/en-us/download/details.aspx?id=5555
