As you can see in my log I have some errors, down at the document. Is it cus I havent logged in the program? Right now I cannot use LCPDFR, other mods works. I have bought GTA IV through steam.

 

And one question, with this mod I can stop cars, set handcuf on them and so on? or is that a different mod? if yes then what is that mod named?

You installed automatic or manual the LCPDFR? if automatic try with manual maybe that solve the problem
