LCPD Traffic Stops is broke!

The problem I am having is with Traffic Stops. Every time I pull a car over the car stops then drives on.
 

LCPD Version:  1.0d (Hotfix 1)

 

GTA IV Version: (Latest Version) I cannot find the version number.

 

Extra Mods:
Police Helper (Includes the METT and Tow Scripts),
ELS v8,
 

Error Logs:
I do not get any log errors but if you need them just ask.

You can directly pull them over if you turn on the siren

VDH Policehelper is only supported by LCPD:FR .95, not 1.0.  A reckless driver created by PoliceHelper will perform the "pulling over" animation, but will resume to driving after LCPD:FR has executed it's task.  To solve your problem, you need to disable reckless drivers in VDH PoliceHelper and rely on LCPD:FR's own reckless drivers.  You can configure this in the configuration files of both LCPD:FR and PoliceHelper.

I removed Police Helper due to this post. It solved the problem when I am not hosting. but when I start the match I cannot pull cars over. I have reinstalled LCPD:FR  along with ELS v8 yet still get the problem. I was wondering if someone found a fix for this, and I installed PSS Speed Reader, but it said it supports LCPD:FR so please help.

Also, I are controllers not supported in 1.0? because this is fixed when controller is unplugged.
