help please , iget this everytime i try to load , it didnt used to do this. 

Are you using windows 8 or 7?

Is it updated to 1.0.7.0? Is it a legitimate copy of GTA 4? are you using mods? are you also running it as admin?

@Couthink4 as in the update do you mean ENB ? |  Yes it is downloaded from Steam , | I Have a couple of installed vehicles , and yes i am running it as Admin . 

Maybe its that memory glitch when you got a message "Out of memory - Please restart the game" or 1 of the mods not compatible with your GTA 4 version

well how do i delete the mods ?

You can delete mods with overwrite the modified files with the original

there are alot of things that application error can mean. can you provide logs at all that can help us? does GTA IV run by itself? did you install ELS after you installed LCPDFR? we need just a little more information before any advice can be given :)
