So, I can replace other vehicles like FBI or noose, sometimes police2 vehicles and it all works out fine. But if I dare even replace the first police wtd and wft files my game will crash right when I press start and go to the desktop, then I have to restore my GTA IV files just to get the game working again. I have a really good gaming computer, and if you want the specs on it then feel free to ask but I don't believe that is the problem. 

Also, if I request Noose backup LCPDFR just stops working, the game will continue but nothing on LCPDFR will work from then on.

I have to use Spark IV because OpenIV won't work for me anymore for an odd reason. I see on youtube videos people have all sorts of police packs and none of the AI police vehicles are the original types. I don't run on any special scripts except policehelper and ELS 7. I'm up to date on first response (hotfix).

hmm if your scripts stop working you can press ~ and type reload scripts and it should start ones that crashed..I haven't tried it with lcdpfr script yet though

Have u tried re downloading open iv? What I do is after I replace a car I click on the wtf file so it actually shows me the car. Sometimes I put a car in and double click wtf and it says error instead of showing me the car. Then I remove that car and try a new one. Its trial and error for me. Hope something works for you

The vehicles work fine individually, but when I replace them with what the AI's use it starts glitching the game out a bunch. When I would have this issue and the game wouldn't start, I wouldn't have a chance to access the command prompt at all, it would just pop up to the desktop saying "lcpdfr has an error blah blah blah restarting now" and automatically restart the game. Also I've tried with different vehicle mods nothing really works. Maybe there's some sort of lag fixing script that will solve my issue lol but when AI's use modded vehicles all hell breaks lose for me :(

You checked when replace the cars 2 doors car replace with 2 and 4 with 4? Maybe the LCPDFR not compatible with that mod what you downloaded, i downloaded mods from here and everything works fine

But i can give you a link about car mod but that replace every car, realistic damage,interior, guaranteed its not crash
