I've downloaded 1.0d many times now, but for some reason, it will not let me arrest or command suspects after they've ran from me in a vehicle.  This only happens in MP, and only when they take off whilst I'm approaching the window, or I'm at the window.  If they start to flee in a vehicle right when I initiate a traffic stop, it works perfectly fine.  In SP, the game runs fine, works perfectly.  I'd just like to figure this out, as I have friends who are looking at getting them mod.

 

I've just re installed my vanilla GTA IV, and re downloaded 1.0d manual install, and it's still not working.  When I aim my weapon at them, it gives me a blue dot on the person (not the red and blue flashing one like normal), and it doesn't give me the "ping" notification sound, or the "press E to order the suspect out of the vehicle" message.  Even if I drag them out of the vehicle, they just take off running, and I'm unable to stop them, even with multiple Taser deployments.  Here's my Log File from just now:  (Posted this issue a couple of times.  Please someone give their input on what it might be.  Thanks.
