Why when I press ~ to open the console does a taxi spawn immediately next to me? It happens again when I close the console as well.

When calling for backup ALT+B I spawn a comet and it immediately removes me from my police vehicle, and calling for pursuit backup ALT+E the same thing happens but in a different vehicle.

Sorry if these are dumb questions and I appreciate your help
