I want to use either a cvpi or tahoe from the Louisiana State Police (blue lights) or the same models from New Orleans police... You could change the name so there is no issue there, I haven't been able to find anything besides textures, and skins, and I do not know how to change that. Or put the right light bar in, as I use a car with the Valor light bar...

Blue Lives Matter!

Find a car with blue lights, or that closely resembles LPD, and put the skin on it, not that hard. There is around a 5-10% chance that anyone would take hours out of there day for free, so thats your best bet.

That's true I was able to just learn how to change the texture, the only problem I have is trying to learn which lights in the ELS .ini, changes what...

 

You can only change the environmental lights in the ELS settings. To change the color of the lights directly on the car, you'll find something like this in the model .wtd (when you open it with SparkIV/OpenIV):

These are lights I changed from red and blue to just blue on a Dodge Charger. Basically change anything red to blue. :p
