Game Crashes After Going On Duty

Hello everyone. I've recently began to encounter game crashes shortly after going on duty. Once selecting a police car the game crashes before I can even move 1000 feet. These are the steps I have taken in an attempt to remedy this situation.

-Deleted all 3rd party modifications and add-ons (ie. Traffic Flow, ELS, Cars)

-Attempted to run a diagnostics report using G17 Media Diagnostics; however, it crashes whenever I try to run it. I've deleted and redownloaded it multiple times but it fails to work everytime

-Re-installed the latest version of LCPDFR

-Re-installed the latest version of GTA4 (I run GTA4 off of Steam, so the game is also current)

I run the game on an alienware desktop so I know my computer can handle this game. I can play the game normally with no problems but once I start to play First Response I run into this issue every single time. I've worked to fix this problem all yesterday with no luck so I figured I would come here. I appreciate your time and if there is anything else you need from me I will be more than happy to oblige
