CPU: Must be over 3Ghz. Rry an unlocked i5 or an i7, but an AMD has great peformance. AMD FX8520 unlocked @ 3.5Ghz is good. 8 cores for €100 is great.

GPU: Seeing your budget, try a gtx 780Ti ;) 3GB VRAM, very powerful. should run Car pack + a High End ENB + ultra settings and HD textures.

Power Supply: at least 700watt, considering your budget (its a great budget)

Motherboard: get ine with a few PCIe slots and support for overclocking, in case you want to sqeeze in performance further down the line ;)

Always use a custom cooler, stock ones suck. Try using some help from a friend if you are a first timer. The CPU cooler and thermal paste us hard.

Case: get one with lots of room for upgrades. My recommendation: Corsair Carbide SPEC-02. Looks good as well.

RAM: 8GB at 1600Mhz is enough. Aka corsair venengance.

Get an SSD, really boosts peformance. Try a samsung 120GB SSD.

Never buy a cheap CPU especially on your budget. Replacing your CPU always results in having to get a new motherboard so you want a CPU thats going to last. Go for the Intel Core i7-4790K or Intel Core i5-4690K. 

 

The graphics card 780 TI is last years model and has become obsolete. You want 4gb of vram not 3gb. Go for the GTX 970 or 980.

 

Buy an ssd of atleast 250gb not 120gb. The new GTA V is going to be 65Gb  and wont even fit on a 120Gb ssd with windows installed.

Or an AMD CPU if you want to save some dough.

A 970 sounds great on 1.2k.

Windows is <25GB, therefore you would have nearly 100GB left. I don't think you will need 40GB left if you get GTA V.

Not always, I know shops were they can replace the CPU and not the motherboard

GTX 780Ti is obsolete? Naaaah... That thing is still a massive powerhouse!

Not to mention, VRAM won't play a huge part in your performance unless you plan on playing games in 4K. 

 

Buy the GTX 970, it's cheaper and will afford you (roughly) the same performance as a GTX 780ti. But know that the GTX 780ti is hardly "obsolete".

On that note, I'd go for the i5-4690K as well. You don't need an i7 for playing games.
