I am getting this error and have no idea how to fix this :

Im using legal version of GTA IV from steam! Also Using the newest version of  LCPD First Response 1.0d (Hotfix 1) (1. LCPD First Response 1.0d_2 Automatic Install.zip).

 

The extra mods that Im using: >The Wasteland-0.8.0, >ELS V8, >Callouts +, >GTAPOLICINGTOOLS!

 

so can you guys help me to fix this error?

I had the same issue. I managed to fix this by going to my gta iv directory then into the LCPDFR folder and running the LCPDFR Diagnostics Tool, i then clicked Configure Lcpdfr first response, now i checked the box that said "Preload all models". However i did get texture loss after this(you can fix this by using a commandline.txt file).

Yes, I do. And this is happened very often.
