GTA Does not even proceed past launcher

My GTA will not proceed past the launcher. I have done fresh installs of both LCPDFR and GTA. Windows asks for permissions to run the error reporter and diagnostic tool through the security check, then crashes. I get the GTA IV has encountered a problem prompt. Once I hit close program, the Data Execution Protection prompt pops up and says GTA was closed to protect my computer. I have set my DEP to system services only, and I only encounter this problem when I have LCPDFR installed.

I may know what the problem is, it closed to protect your computer perhaps your security standards are to high go to Change user account control settings, put it to a reasonably low, but not too low, if this does not solve the problem these may

 

Is it a legal copy? If it is not LCPDFR will not work

Make sure you have downloaded:

Games for windows live (GFWL)

DirectX

Adobe flashplayer (Optional)

Microsoft visual C++ Redist 2012+

NetFrame work 4.5.

If these do not help make sure you downloaded LCPDFR 1.0d, with the hotfix.

Make sure you download LCPDFR in the GTA IV or EFLC main folder.

Uncheck Read-only

Right click on your GTA IV shortcut->Properties->Shortcuts tab-> Bottom of page-> uncheck Read-Only
