I have installed everthing and everything was running great I played lcpdfr for about 30 mins and quit playing, when I went back into the game the textures of the map, roads, etc arent showing up only thing I can see are street lights. I reinstalled everything again after I uninstalled everything that had to do with GTA IV and LCPDFR and when I exit the safe house its the same thing. Is there a fix for this problem? Is there anything I can do?

It sounds like you're running out of video memory. Do you have any car mods installed? If so, that could be a problem. And also lower your graphics settings. It also seems like your laptop can barely handle GTA IV, so that might be the biggest culprit.
