    There is no 'mission' to join. You download the LCPDFR mod here to get it and put it to your game. That is how you become a "Police Officer" in the game.

    you should really go past the first mission before you go on duty though.

    As Sharp said, download the mod from the downloads section and install it. If you have any problems just come back here and we'll be glad to help you out.
