Place the IVdashcam.exe on your DESKTOP

Step THREE

RIGHT CLICK the installer and click "Run as an administrator"

Step FOUR

Follow the installer's instructions, READ IT CAREFULLY

Step FIVE

The mod should now be installed, load up your game and try it out..

Other people have explained it to you in full detail, I honestly don't see how you are still having issues
