FPS boost/dip at random [Solved]

Welp just because my curiosity has the best of me, I sometimes get very random FPS boosts. I average about 15-30 FPS, usually in the 20's until I see the 50+ cars in the city. But at random times, usually when my game freezes for a second (Firing the taser, opening vdH policehelper, etc, those all freeze my game momentarily) I get literally 60FPS. Just a solid smooth silk 60, and I love it. but come next stutter or 30 seconds later and my FPS dips back down.

 

Is there anything at all I could really do to get a better average FPS? I have a feeling it's my cooling, I have a Cooling Mat/pad on my laptop, and it seems to help it happen more often considering my laptops fans are clogged out of hell (I've never really cleaned them) But any explanation on why it happens like that would be great.

 

 

The other thing is the AI cops. This isn't LCPDFR related, It happens with any cops that get out of their car. If I look AWAY from the cops, and my Line of sight isn't in their direction, the AI disappear. I mean the cop AI, not the cars, the cars stay until i take care of them manually.

 

For example, I arrested someone and backup arrived due to a foot pursuit, I cuff the guy and press Y, go up the steps and the cops that JUST pulled up are missing, but the lights/siren blazing on the car are still there.This happens with prisoner transport ALL the time leaving the car there with the suspect with no driver. I'm not sure if its just me but I have to literally BABYSIT the cops, unless I want a huge scene to clear up

 

 

EDIT: one thing that kind of helped with my FPS dipping was a memory/memory cache cleaner, I have it scheduled to check and clean every 3 minutes, It's not silky smooth 60FPS but it's not 20 either.As for my other problem, as per usual I don't do enough research BEFORE posting and I found the solution, It should work. it worked for someone with the same problem, Sorry again!
