Is it just not launching? Because me I was missing my commandline so if you don't have commandline in your GTA IV Directory or your EFLC Directory that might be the problem. If not I do not know what else it could be sorry!

Okay, well first of all, do you have a text document named commandline? If not create one name it commandline and add this in it:

-norestriction
-nomemrestrict
-availablevidmem 10.0
-percentvidmem
-noprecache
-novsync
-novblank
-viewdistance 0
-renderquality 0
-detailquality
-frameLimit 0
-texturequality 0

I wasn't able to get GTA IV to work on my windows 8.1.

The game would start, but I'd get stuck at the character screen constantly looping.Have to use my windows 7.

I have 8.1 pro for a while now, you just need to update all of these and let me know if it works for you
