You've placed High poly car mods into a game that doesn't support them.

The game has a set amount of memory for vehicles, when the memory goes over this limit, the game freaks out and spawns tons of taxis in a effort to correct itself.

Original GTA cars: Low Polygon count, don't freak out the engine

HD Cars: Very high polygon count, freaks the game out.

Processor: Intel i5-6600 @ 3.30GHz 

GPU: MSI ARMOR GeForce GTX 1080 OC

Ram: 16GB Skylake
