There are no dialouge keys to initiate a voiced dialouge, if you, however, review the LCPDFR Manual and the LCPDFR.ini file you will find all the keybindings available to you.

There is no function for that :) You can position your ped and roleplay it, I guess, or use the trainer to call an animation to do it for you. Not sure how to do that though.
