     I'm trying to create the modern livery for the Wisconsin State Patrol Crown Victoria, but I can't select the part of the template that needs to be colored while using GIMP without either selecting everything or taking multiple hours selecting every tiny pixel. Is there any other program that is better for coloring templates without costing me any money?
