I don't normally ask for help but this is starting to get ridiculous. I don't normally give up so easily, but I am running out of options, and exhausted.

 

Here's the instructions while I install these mods:

1. Install LCPDFR 1.0c (manually Install)

2. Install the native trainer 6.5 

3. Install ELS 8.0

4. Vision ENB

5. Double Doppler's Police Car Pack (ELS 8)

Does it crash without any other mods installed? Each mod you add will reduce the stability of the game; GTA IV was not built to work with any mods. When and how it crashes, and what mods it crashes with, is different for each person for whatever reason.

I have tried the LCPDFR mod on its own and it's more stable for half hour, which is good. I'll need to add one mod at a time and see how it goes.
