Start with lcpdr 1.0c and follow the readmes that come with just about every model as far as the models or cars your interested in. There are a few tutorials that show how to install and use things like sparkiv and openiv which you will need to install new car models. Other than that I really dont follow your question other than you have never played lcpdfr before

Let the good times roll

First of all, make sure you've got a legal version of the game, as cracks tend to not work and aren't supported.

It is not necessary but highly recommended to back up all your GTA files before installing LCPDFR or any other mod.

Download LCPDFR 1.0c from the downloads section, and install it. Make sure it works before adding mods.

If you want, you can download additional scripts/mods from the downloads section too.

Now, as for the Dutch things, I know there are an ambulance and some uniforms somewhere on this site, I'd recommend just searching on Dutch in the search bar.

There's a guy on Youtube that has quite a lot of Dutch police cars and a few peds. Don't remember the channel name, but Youtube's got a search bar for a reason.

For these cars you will need ELS v8, which can also be downloaded from this site.

As for the firefighter/paramedic thing you mentioned, you can try gangrenns firefighter mod, which, again, can be found in the downloads section. I'm not sure if it goes well withb LCPDFR in the same game folder, so you might want to get another GTA IV folder for that, like you've hopefully done for LCPDFR too.

Another thing I can highly recommend is the Simple Native Trainer (SNT). Google it and make sure to take the latest version. Also, in the SNT options menu, disable hotkeys, otherwise funny stuff may happen.

And last but most definitely not least,

ALWAYS READ THE README FILES
