Now how do i know if a cop car can have more than one skin?

When you download a car mod for GTA IV that has multiple skins, it should say "multiple liveries support" in the description/readme. You can have up to 4 textures for one model. If you don't know whether the model has multiple skins, just use sparkIV to open the .wtd file and check if you see 4 skins. For example, if you open the wtd file and see police_sign_1, police_sign_2, up to 4, you know the model supports 4 liveries. If you only see one skin, you know the model does not support multiple liveries and unless the model is unlocked, you won't be able to change that. Also, for the game to load up multiple liverys, don't forget to add "+Livery" to the end of the vehicle line you are using in vehicles.ide.

Example:

police,  police,  car,  POLICE,  POLICE,  VEH@STD, VEH@STD_RI1,  100, 999,  0.2345, 0.2345,  0.2, 2, 1.0 ,1, ext_requi+ext_strong+livery

Vehicles.ide is located here: C:\Program Files\Rockstar Games\Grand Theft Auto IV\common\data

Use Notepad to edit it.
