Mod not starting up, ALT + P not working

I downloaded the C++ and the .NET and the GTA IV patch 1.0.7.0 also I installed the LCPDFR mod and everything but when I go into the game and hit ALT + P nothing happens but the screen gets blurry. The mod does not start up.
