Weird issue

This is a very strange issue but, for some reason nobody is fleeing my traffic stops.  I literately pulled over 20-30 cars and not a single one tried to flee.  This has been happening even on fresh clean re-installs.    

 
Make sure you aren't using a crack, legal disk copy.
Update GTA IV to 1.0.7.0, it's updated
Make sure that you run the game as an administrator, Check
Make sure that your GTA IV root folder (and every subdirectory) is not set to "read-only", Check
Ensure that ScriptHook.dll, ScriptHookDotNet.asi and Dsound.dll OR Xlive.dll are in the GTA IV ROOT folder, Check
Ensure that there is a folder titled 'LCPDFR' in the ROOT GTA IV folder, Check
Install these: .Net Framework 4.5, Microsoft Visual C++ Redist 2012, Check

As fleeing is entirely probability based, you most likely just have very bad luck. There's a 10% chance a pursuit happens, so in your case you have like 0,930 which is not very likely to happen, but still can happen (if you were playing roulette you'd be broke by now I guess). Just try again. If you still didn't get any after like 100 attempts, let me know.

There's a 10% chance a pursuit happens, so in your case you have like 0,930 which is not very likely to happen, but still can happen (if you were playing roulette you'd be broke by now I guess). Just try again. If you still didn't get any after like 100 attempts, let me know.

I should mention that I had this issue in older versions of 1.0 and it only happen when the taser was present in the game.

A simple trick to increase the likelyhood of a suspect vehicle fleeing is to initiate the stop and then cancel over and over until they run. Sometimes this works for me, and other times I can toggle the stop 20-30+ times without the desired effect.

I'm sorry, but I can't help you at this point. It's the first time I have heard of this issue and it makes no sense technically as both, pulling out guns and normal pullovers do work. Until there are numerous reports about this, I have to call this a weird and non-reproducible bug that only happens for you. Sorry for the inconvenience.

I think I found the problem.  After I removed Wouters  callouts it seemed to work.
