My problem basically goes like

 

Everything works, lights/sirens, cars, etc. Except I can't open the ELS menu no matter what I do (which consist of stuff I've read here). Everything works before and after I try, except I just can't open the menu.

 

 

First post so I'm new and stuff, any help is appreciated.
