My GTA 4 has a light blue screen while im playing the game

please help i dont know whats wrong. the game looks good when i press launch. then all of a sudden when it turns into the actual game, it runs superslow and theres a light blue covering the whole screen, but you can still drive the car but super slow.

i have not downloaded any patched and it is running on swift shader.

can someone please help with the light blue, and maybe help me out to make it faster?
