I need a copy of the Vanilla m_y_cop Peds. I know what your gonna say why didn't you save a back up.... but i really need it for a new skins if downloaded

You can reinstall the game, or verify your game cache if you are using steam. Not much else to do.

Actually there is a better option.  Download just the models folder and replace to get your vanilla cops back.  This will save you from having to reinstall cars, scripts, etc...

I wouldn't recommend downloading files off the internet, could contain anything. Better safe than sorry :)
