Loader.Loader error

I have read through a few different threads and was unable to find a solution to my issue. Upon loading up GTA IV, before attempting to load LCPDFR, I get a Loader.Loader error. I have installed C++ and .net, when running Dependency Walker, I am getting the errors:

 

Warning: At least one delay-load dependency module was not found.
Warning: At least one module has an unresolved import due to a missing export function in a delay-load dependent module.
 

Within those errors, under the module list, the errors seem to be coming from GPSVC.DLL and IESHIMS.DLL, both reading "The system can not find the file specified".

 

The only item bearing the word "log", that, unless I am blind, I can see is attached.

 

 

Any help with this is greatly appreciated. I have been away from LCPDFR for months, and was very exicted to see all the new updates that have since come down.
