[Fixed] Modifed a Vehicle, Textures are now missing

I installed ELS for the first time yesterday, and some default vehicles with ELS lightbars on them. Unfortunately, the creator of the vehicle models/textures mixed up some of the files, and the FIB vehicle was not unmarked. To fix this, I deleted one of the textures in fbi.wtd

However, this has also deleted the numberplate texture, and the vehicle is now bright white when it should be dark grey.

Is anyone able to help me fix this?

But the texture has the LCPD markings on it. I need to get rid of those without breaking the colour of the vehicle and its numberplate, and I have no idea how to do that.

By deleting that you deleted the livery, or paint job, for the car. You need to have that file and then you can use something such as Paint.Net, GIMP, or photoshop to change the livery to whatever you want it to be. If you do not know how to, I will do it for you.
