Net Framework issue

I have this wired issue with Net framework.  When I try to install the 4.5 version it says I already have it installed, but programs such as Spark IV say that I don't have it.  Any ideas?

When click the second option it says it's downloading but it does not download.

    Only because you have installed 4.5 it doesn't automatically get you 3.5. You will have to install it separately as the program seems to explicitly require that version.

    This is weird, it's giving me the same exact message when I run the exe
