ELS problems

So I finally caved and installed ELS8, hoping that the crashes wouldn't be too frequent. However, upon attempting to activate my siren, nothing happened. I remapped the vanilla siren to P and tried again. No luck. I pressed J, K, Alt-G.... So far nothing is working. Perhaps I do need to configure the default_config.ini file (the instructions say to configure the ELS.ini file but it doesn't exist), but it all looks like gibberish to me. I know I'm using ELS-enabled vehicles. Any help would be greatly appreciated.

 

EDIT: The ELS.ini file does exist; I will place it in the ELS folder and hope for results.

 

EDIT: No luck. H turns on the headlights. That's it.
