Take out your gun, aim at the person and press T. That's the way it works in RC1 and all the versions before that.

Use the desert eagle/pistol or shotgun.

You don't need the desert eagke to use taser. Any pistol works. But if your asking in general then thats available several places in game. Or playing as Niko later in the game at gunshops.

ahhh but i do the aim and push T but nothing happens so i usually just shoot them in the foot or something lol
