Help with GTA IV and textures

Hello I'm having a bit of trouble with gta iv and its texture loss issue. Now before you jump on the gun to say that I need to uninstall mods... The thing is no mods have been installed what so ever. I have already uninstalled the game once and re-installed it and this problem still seems to be happening. 

 

A little help would be grand fellas! : )

 

 

EDIT: Oh yea I also forgot to mention that when I attack pedestrians and the police they just stand there and don't fight back.

Your laptop/notebook isn't powerful enough to run the game. 56 MB of VRAM is a joke, don't expect to be playing any resource intensive games on a system like that.

 

 

Well the screwed up part is that this can run mafia 2 and BeamNG pretty fine on low settings compared to my old laptop that barley ran them. Do you think my SONY VAIO VGC-RC110G 2with an 512MBAsus 51888004 GeForce 8500GT  Graphics Card or accer aspire 7730 with 4gigs of ram could run it?

-nomemrestrict -norestrictions -availablevidmem 60.0    if your not 64 bit but 32 bit instead of -availablevidmem 60.0 put  -availablevidmem 30.0
