When playing LCPDFR 0.95 when i pull over a person it says there was an error and the driver just drives off and then i will cancele the Pull over and chase him down and try to pull the person over and it says follow the Car till it pulls over but it dosent move it just sits there and dosent move and when you get back out it says Get back in Your Car officer.

Lol it means you have to park BEHIND THE CAR yes, BEHIND !!!!!
