Textures Popping

So I got my video card installed and finally got around to putting mods into my game...recently I put CryEnb v2 and some HD Textures (Streets,Street Lights and Trees) and I had Non-ELS cars installed but I put back in the Vanilla vehimage file because I thought that was the problem as well...I also tried multiple commandline's and turning my Vehicle Density all the way down and it still didn't fix the issue of Popping Textures...tried removing Scripts I thought were just taking up space like First Person, Door Ajar Chime and Seat Belt Chime and its still happening to me...maybe someone else has a better solution or maybe I just need to do a fresh install but I'm stumped.

Power Supply : 700 Watt CoolMax Power Supply
Processor : Intel Core i7 2600k CPU @3.40 GHZ  2nd Generation

Video Card : MSI Nvidia Geoforce GTX 770 Twin Frozr 2GB GDDR5 OC
Hard Drive : 2 Terabyte
Motherboard : ASUS P8Z77-V PRO

Do the textures disappear on a full vanilla copy too or just your modded copy?

I'm going to try it now and see if that is the case.

 

EDIT : Doing it on my Vanilla Copy too as well.

That means it's an issue with your hardware. What version of Windows are you running, by the way?

Windows 7 32 bit

 

EDIT : The texture popping isn't bad as most peoples I have seen since it corrects itself very quickly but I still feel like I shouldn't have it all and I have seen people who have virtually erased it and can run a good amount of mods too so maybe I need to make the upgrade to 64 bit quickly.

Here's your issue. Your copy of Window isn't letting you utilize all of your RAM. I had the exact same problem until I upgraded to a 64 bit copy. 

Oh wow yeah I was told I should go ahead and upgrade it and finding this out now is really going help me...now to back up a good amount of files thanks Reibu!

No problem. That should be the only cause, since the rest of your parts should run the game maxed out with no trouble.

I now have another issue where I cannot go on duty...the C++'s from 2010 and 2012 don't work for me and will not let me start up GTA at all...I tried using a 2005 Redistributable and it works but I can't go on duty...any ideas? im stumped
