Does anyone have an issue pulling cars over online?

Today was the first time I tried playing online, because I was told it fixes the taxi bug, although it did fix that, when I went to pull cars over, it would say "exit your vehicle" but the car I was attempting to pull over was still driving...

 

Also Does anyone know of any good clans, that are active but don't have a bunch of scripts installed. I am playing on a laptop, so I can't have a bunch of scripts and I definitely cannot have an enb unless its for a lower end computer.

    LCPDFR is not that stable online so it is going to be glitchy.
