Just wondering. Is there a way to limit ped cops to 1 cop per car? I want to do this so my game would not spawn 20 cops for one guy. I found how to limit pursuit cars to 5, but 5 cars x 2 cops per car is way to many cops tripping over each other just to arrest a suspect. Although it is amusing to see and get a good laugh out of it, it does gets annoying after a while.

 

I see that a my local PD/SO/FHP patrol alone and would call for a near by unit to assist, which would usually take 30 secs to a minute (they like to patrol close to each other, and that is without  lights and sirens). The only time I would see two officers/deputies exit the car is if its an FTO and the new guy and its a rare thing to see where I live. Might not be the only reason as to why they would patrol in pairs but from what I've seen its been mostly FTO's and new boots. (arm patch gives it away)

 

If so, how?? and thoughts?

You can't sadly.  GTA IV spawns 2 cops to a car normally and so does LCPDFR.  I think sometimes when at Wanted Level 1 and GTA IV dispatches a car after you, it might only have 1 cop, but the default by and large is 2 cops per car and LCPDFR is no exception.
