ELS V8 Acting like its not installed

I recently upgraded to ELS V8 (like pretty much everyone else) and now when I go in game and spawn an ELS enabled car, all of the ELS lights are activated and it is acting the same way it would if I had an ELS car installed but no versions of ELS installed at all

 

I have the default config file enabled and I double checked the setting to ensure that they are all turned on...any ideas?
