You are better off just finding cars you like and requesting skins, or making skins yourself.

You can use GIMP 2.8, it's free and just as good as photoshop.

I'm still using version 2.6 because I had some compatibility issues with 2.8 on Windows 7. It is overall an amazing image software though; I highly recommend it! :P

I guess I still have to learn a lot then, cause I can't seem to do anything with it hha.

Please post a clear description of what you need to be done, and someone might be able to help you. Your current description isn't going to summon much help. 

Haha. I want a red and black based Sheriff car. Not based on any PD. I also want a little bit of dark blue in it. No clue on the design, though.
