Sudden GTA IV lag on good PC

Hi all
 
All of a sudden, about a week ago, my GTA IV has started becoming almost unplayable due to the game lagging. Before, I could run the game really smooth with ENB and all the mods with textures on medium/high. I dont recall changing anything on my system, and I do not have any restore points that far back. 
 
The game plays for about 1 minute, really smooth and perfect. after a minute the game really starts lagging. If I change the resolution of the game, then I can play for another minute, then the game starts lagging! I have tried the following with no luck:
 
-Re-installing GTA with no mods
-Using commandlines - available vid mem etc
-Turning down all the settings in GTA - including VSYNC
-Upgrading drivers for GPU
-Updating Bios
-Resetting CMOS
-Changing power plan to max performance
-Starting Windows with no services running
-Cleaning GPU and fan
-Defragging HDD
-Overclocking GPU
-Closing background apps and services
-Run as admin and compatibility mode
 
 
It is just really irritating me now. Starting to think its a faulty GPU but it plays Euro Truck 2 perfect on high settings (although GPU usage on 99%)
 
Help please?

Delete d3d95 & FXAA.

 

This helped a little, still lags

 

And it lags on even a vanilla version? 

 

Yes these files include enb, which I installed after, but vanilla still lags

You got so many useless files in there....

 

Btw try making a commandline.txt & into it put:

 

-nomemerestrict

-percentvidmem 100

 

I tried this but it still lags :(
