Can't arrest suspects

I have this weird glitch where after I start a vehicle pursuit and then pull the suspect out of the car and try to arrest them, the prompt to arrest them doesn't pop up.  I noticed that this only happens when a taxi driver is the suspect.

    Have you tried to "frisk" them? Usually when you frisk them, it will give you the option to arrest afterwards. I haven't heard of this issue with only taxi drivers, however, there have been a few support requests about not being able to arrest.

    I re-installed LCPDFR(not the game) using the uninst application in the game's directory.
